The EU Commission's consumer confidence indicator for the EU27, the harmonised monthly read on household spending mood.

By Daniel Busch, Chief of Staff

How confident are consumers in Europe? The EU Commission's consumer confidence indicator for the EU27 stood at -15.8 in September 2026, against -15.0 on average over the last twelve months. Negative values mean pessimistic answers outweigh optimistic ones.

Key takeaways

  • EU consumer confidence stood at -15.8 in September 2026, against -15.0 on average over the last twelve months and a low of -28.4 in September 2022.
  • The indicator averages balances of optimistic minus pessimistic survey answers, so zero is neutral and negative values mean pessimism prevails.
  • Negative readings are the norm for this indicator, so compare a reading with its own recent history rather than with zero.
  • The survey is identical across all EU countries, so national readings from the same survey compare directly with this line, and the EU27 aggregate smooths national swings.
  • Turns in confidence often show up in discretionary spending a few months later, which makes this an early planning signal rather than a sales forecast.

What this means for e-commerce and DTC brands

For brands selling across Europe this is the continental mood line that national readings should be judged against. When the EU line improves while a national market stays gloomy, that market has a local problem rather than a European one, and budget cases should reflect the difference. It is also an early warning for discretionary categories: a sustained slide in confidence tends to show up in smaller baskets and more discount-driven buying before it reaches the official retail sales figures, which gives you time to adjust inventory buys and promotional plans.

What this statistic does not tell you

The indicator measures sentiment, not spending, and the link to actual purchases is loose over short periods. It is an aggregate, so segment and national moods can diverge underneath it. Balances are noisy month to month, and the trend over several months is the reliable signal.

Frequently asked questions

How confident are consumers in Europe right now?

The EU consumer confidence indicator stood at -15.8 in September 2026, and -15.0 on average over the last twelve months. Confidence hit its lowest point of recent years in autumn 2022, during the energy price shock that followed Russia's invasion of Ukraine.

What does a negative consumer confidence value mean?

The indicator is an average of balances: for each of four questions, the share of optimistic answers minus the share of pessimistic ones. A reading of minus fifteen means pessimistic answers outweigh optimistic ones by fifteen points on average. Readings below zero are normal for this survey, so the direction and the distance from recent averages matter more than the sign.

Is this the same as eurozone consumer confidence?

Almost. The EU Commission publishes the indicator for both the euro area and the EU27 from the same survey, and this page shows the EU27. The euro area makes up most of the EU economy, so the two lines move closely together.

How is this different from the GfK consumer climate?

The GfK consumer climate is a separate German indicator from GfK and the Nuremberg Institute for Market Decisions (NIM), with its own questions, its own scale and a forecast for the following month. The EU Commission indicator asks the same questions in every member state, which makes it the right yardstick for comparing countries.

Does consumer confidence predict consumer spending?

Only loosely. Confidence and spending tend to move in the same direction over several months, but households often keep buying through gloomy surveys, and a single month says little. Read it alongside the EU retail sales line on this site, which measures what people actually buy.
